If i put a heating pad on the bottom of my fish tank to warm the water will it affect the fish?

i think the water temp. is a little low so im going to try to warm it up. plz tell me because i heard it can be good and bad. i have a tenn gallon tank with two small fish the pad will not be that hot so dont worry about that. plz help
