If there are bubbles at the top of fish tank and the fish looks less lively what does it mean?

Its a Betta fish…
No fish should be kept in a bowl! All fish need a filter and if it is a betta, you need a heater. They are tropical fish from southeast Asia (Thailand), water temp there is 78-80 degrees.
As a fish in a bowl nears death from poor water quality and the wrong temp or fluctuating temps, it will become listless (less lively), lose its’ color and usually quits eating.
Filtration, high protein food and regular partial water changes will sometimes bring them back. Normally a betta lives about 5-7 years in a filtered, heated aquarium. About 1 year in a bowl.
If it is a betta, the bubbles are normal. They build bubble nests to spawn in if a female happens to come along that is in condition to mate.
If it is a goldfish, how long since you have done a water change? The water could be really bad. They are dirty little fish.
