Some fish gasping for air, others well?
I set up an aquarium of 28 liters approximately 5 days. I let it sit for two days, then added 3 pin tiger neon tetras and 3. The tetras were all dead 6 hours later. Beards seemed fine. I looked at my water and ammonia, nitrite and nitrate were all 0. pH 7.9 and temperature was 78F. Yesterday added 3 platys sunset. Today, one of the prongs died, and the other two appear to be "without breath." The platys seem perfectly well. I checked the water and everything was still at 0 and pH 7.9, and temperatures around 79F. I change 30-40% water and wattles are still breathless. I do not think the oxygen levels should be a problem because I have a bubble stone and a treasure chest that bubbles too. What about my fish? Yes, I added water conditioner before adding new water to the tank. I am taking the liquid test kits, and I know I'm the test correctly, and I am constantly getting readings of 0 for ammonia, nitrite, and nitrate.
What are you testing the water with exactly? Reading should be 0 not all, even in a cycling tank completely there are usually as nitrates and yours I would expect uncycled have ammonia readings growth. Try again with a liquid test kit – Test strips are not notoriusly inaccurate. I suspect that there are readings of ammonia, ammonia also blows until the pH, and ammonia (and nitrite) is burned tissue making your fish gill gasp and choke.
