How do I tell non-toxic ammonia from ammonia toxic?

I recently bought a kit from Aquarium Pharmaceuticals Ammonia test and discovered that my freshwater tank is 1.0ppm of ammonia in it. I went to my local pet store and people recommended HBH Aqua-Pure Zeolite Granules reducer ammonia which were in small chips that I put in my filter. Then I took my activated carbon (which was there before) and replaced it with ammonia chips. The next day I tried again and water was still on the same level. Is this because some of the toxic ammonia is converted to ammonia non-toxic still being read by the test kit of the API? How can I be sure? In addition, debris from the tank even without being activated carbon filter in it? Thank you.

If you are cycling your tank ammonia them is fine just means that on the right track and will soon grow bacteria that convert ammonia into nitrites and nitrates in later in your cycle. If you are not cycling your tank the ammonia is bad and the best we could do is change the water you can do water changes 50%, then tomorrow and see if there is still ammonia can do another. Only do this if you are not cycling your tank. The reason for change is to reduce water and ammonia should be zero. If using crystals that can not be to monitor your water parameters correctly.
